TELCON Secretary Connally/Mr. Kissinger 5/6/72 12:15 p. m. JC: I just talked to the President. I have two names I want to suggest to you at his request, I am calling you for the Command provisions at there. He was looking for Navy men--he was talking about Riverra who is with the Sixth Fleet--he asked me if I knew of any man that I had great confidence in in the Navy- I think you ought to take a look at William Mack he weskcommanding the Seventh Fleet. HAK: Oh. JC: He is a vice Admiral--he was my naval aide when I became Secretary of the Navy--Henry, you know with time , I haven't kept that close of contact, but Bill Mack has come up through the change of command he is a very able, smart, loyal guy. Heis not a McCain type--he is a guy, but he is a very tough guy as I knew him. HAK: And the seventh Fleet has the advantage of being out there JC: That is correct, so he is somebody you ought to look at, and I will go even stronger on the next name, the president said well who else have you got, and I said well I don't know what all you have in mind, but there is a man in the Marine Corps that I know and have kept up with through these last 10 years and that is Major Gen. Ed Wheeler and he is here in Washington. HAK: Yes, but where could we put him? JC: I don't know, I haven't gone down the roster and don't know precisely how he intends to restructure this thing, but you ought to look at Ed Wheeler--I am just giving you a name and I didn't pursue this, the President brought it up. Except Wheeler has had a combat command in every position of every rank in the Marine Corps--when he was a 2nd Lt., he commandixg Marines in battle As a first Lt. he as major as a Colonel as a General He has been in Vietnam. He has commanded a division in Vietnam. He is now Major General here on the staff in Washington and was one of the three or four who the Marine Corps thought would be considered as commandant--obviously the President had already made up his mind on Kristin. But Mj. Gen. Ed Wheeler- - he is different from Mac--He is ank all out fighting Marine. He is not a most articulate feller--he has got a crew cut he is a disciplinarian, he is a tough song of a bitch who doesn't know how to do anything but fight.
