Sec. Connally/Mr. Kissinger
JC: I just give you his name because I have kept up with him, I know
what he thinks and what his record is, and probably has the finest
combat record of any man serving the Marine Corps today.
HAK: Right.
JC: So these two namesI give to you because the President asked
for them.
HAK: Let me get at them immediately. Now while I have you on the
phone --we have got a massive problem. Laird in his usual way is
carrying out the order, but he is on record now--he - is apposed to it
he says it is a major political problem - domestically and internationally
it makes Vietnam number one issue in the world, which is exactly the
opposite of what we have been doing. It takes away from--in other words
he is totally opposed to it. I have talked to Dick Helms--he is opposed
to it. I know goddamn well what Rogers is going to do. Dick is opposed
to it because he thinks I am getting an itelligence estimate. I think they
think they can divert to overland within four weeks and I am raising the
question with if we do this and it falls it, that is one situation,
if on the the other hand our senior preple behave as after Cambodia and
announce that this is risking SALT, then of course it will ruin SALT.
So I wonder just what your reaction to this situation is.
JC: My reaction is that the action that he has taken is the absolutely
correct action--it is the right action domestically and internationally,
politically, militarily and diplomatically. It is the right action.
If he gets substantial dissension from those of authority from who are
supposed to be carrying out his orders, I think it leaves him no choice--
but to fire them. And I think he has to prepared to go that far if their
public utterance begin to destroy the SALT talks or the summit.
HAK: Right.
JC: That is my reaction.
HAK: That is my reaction, I just wanted to know how you felt about it.
