ML: The orders hqve gone out and we are setting fuses and started
the planning.
HAK: We can call if off, if we want to, can't we?
ML: You should give us by Sunday night because we are setting
fuses on the ones we put in deep for six months.
HAK: The orders should read that we won't stand by if ships try
to sweep the mines.
ML: They will knock the ships out by air, if that's what you mean.
HAK: We will not have loitering operations,
ML: We have to have air assets up there to do that and we are
announcing the blockade as well as mining. If we are going to
blockade and mine, I think the blockade we could let medical supplies
and foodstuffs go in. We will be stopping everything with these mines
--medical supplies or otherwise. We would have to knock out or attack
any ships
HAK: If they try to circumvent it.
ML: You might just want to go for the blockade. The only ships
coming in are the Russians--17 coming on the way. In port, there
are 23 Russian ships. We know where they are
HAK: The main thing is as this is down we are having mine sweeping
and loitering.
ML: You can't take these out with for six months. The floating
mines

put in Hanoi and Haiphong, they stay for
six months.
HAK: What about command thing. The President calle every five minutes.
ML: I can give you a paper on why it 800 can't be done. He doesn't
understand that if you put someone in Vietnam handling tanks, all ships
everywhere - there are very few of our assets in Vietnam.
