The President/HAK
P: Hello. Have you finished your day's work yet?
K: Yes.
P: Are you home?
K: No, Ilm not home. I'm going to have to stay here for part of the
evening to get some of this planning done.
P: Right. And have you found anybody beside you, Connally, Haig and I
that are for this thing?
K: Well, I must tell you something amazing. I talked to this group and
I
wouldn't tell you what I thought and then at the end of talking about it.
P: The intelligence group?
K: No, this is four of my staff members, some intelligence people and I
did it entirely on the contingency plan basis.
P: I see.
K: You know, what we analyzed was the technical side. The X logistics
side, the reactions of other countries.
P: Well, forget the reactions of the United States. That's my job.
K: No, no, the reactions of the Soviet Union and China.
P: Right.
K: And especially. India we didn't pay any attention to.

K: And to my absolute amazement, then at the end I went around the table
and said all right now, you give me your opinions SO that when the President
asks me I will be sure that I have weighed every consideration. And
all
except one came out for it. The judgment was
