TELECON Mr. Kissinger/Ambassador Sullivan 7:09 p.m., May 8, 1972 S: Yes, Henry. K: Bill. Two things one, the President wants to make sure that we start an intensive leaflet campaign on North Vietranese troops in the South and on North Vietnam informing them of these decisions. Can you get that done? S: We can do that. Troops in the South and in North Vietnam itself. K: Right. But first on the troops in the South. I think that has higher priority. Second, he was concerned that Thieu might think our peace offer goes too far. about that S: There is some concern. My own feeling/is that Thieu will do about a three-stage take at it. First, his reaction will be it goes too far. Second, he will come to the conclusion that the other side isn't going to buy it anyway and therefore all that is going to happen is that we are going to do what we are going to do and that's it and he should be prepared to stand on it. K: You think? S: I think. In other words, I think he would be concerned if he felt that this really had a chance of being accepted in the terms that it is posed. His own conclusion would be that it would not be accepted. K: What is your own conclusion? S: Oh, hell, there's no prayer that they'd accept it. K: They'll dig in indefinitely. S: They'11 dig in and see what they can get their friends and allies to out for them. K: Okay. We'll have a merry two months. S: I'11 join you in Arizona; K: You'll be okay. There was no violent State Department position, I can tell you that, at the NSC meeting.
