You've got nothing yet at all, have you? K: No and I don't expect anything before tomorrow. And maybe not then because I think they may wait until the German treaties are ratified. E: Is that going to be this week? K: Tomorrow. E: But are they going to do it? K: I think so. E: With (?) 249 ? K: Yeah. E: Now second, why isn't this à possibility? We have taken the play away from the Soviets, we've challenged them. They've got to have something. They say no summit; we're not going to bargain with the President of the United States at a time like this and he's closing ports to maritime freedom, etc., , etc. ; we're not going to invite him, that is off but the agreement on SALT, Trade, Credits, all these things proceed as though there was going to be a summit and if this works, the summit is either postponed until the summer or early fall or there is no summit. But they get this as a repose to our challenge. Evans, K: No. The thing that worries me about you is you and I have had breakfast SO long -- SO often, you are beginning to think like me. E: Is that impossible? Seriously, Henry, I'm writing for Thursday -- K: No, it's not impossible. It's plausible; it's one reason for doing our move now rather than after the summit.
