TELCON 2 Admiral Moorer/Mr. Kissinger May 10, 1972 6:05 p.m. M: We're working that out. The President would be interested in this too we're going to put all, as I said this morning, we're going first to An Loc, then to Komtum and then up there with everything we got. You know, he likes that idea of playing on a massive K: Yeah. But is that why you're doing it? M: No, no, no; I just wanted him to know that it was being done because he likes that idea. But no, no, it was done no, no; not at all, no. It was all originated down there. K: Okay, good. Now, Tom, the only concern we have now is for the next few days make absolutely sure no Russian ships get hit. M: Well, I just cancelled a target for that reason. They had a target down there on the Haiphong docks and I cancelled it. K: Right. Starting next week, we might be a little more permissive but for the next week be careful on that; that's the only restriction we are putting on you. M: All right; I'll be sure that word gets out. K: Good. Well, it looks as if they are picking things up now. M: Yeah. Right. K: Terrific, Tom. M: You know, these people though, they still haven't come out of there, some of them. We've got the latest hourly. They've taken 3 or 4 ships away from the dock but they still have them back in the river and they are just not willing to believe us about those the delay we had in those mines. K: Yeah. M: And they just won't come out. Well, that's all right; we'll just leave them in that river. We're going to do the rest of the Friendship tonight. At least they are out of business. K: Yeah.
