That's right. Just say we are proceeding, we don't know what the
Russians are doing.

Let Ziegler say that all summit questions are referred to Ziegler.
Why don't we do it that way.

Exactly.

And that way we know what he'll say and nobody else - you know Scali,
or Moorer or these other people that they just won't know anything.
