Mr. Kissinger/Hugh Sidey 12:05 p.m., May 14, 1972 - 2 - TIMES or say the TIMES. K: Yeah, but that TIMES report came from one of the participants who participated in only two of the meetings. And I don't want to downgrade his role, but you have to understand that a President makes his decisions through a mosaic of conversations. S: Yeah, as I say, I just can't imagine that we could have done anything really definitive on it. K: You know, when this thing is well over, I may go over how the decision was made, but really there's almost no one who could tell you. S: Well, let me take a check on that and see where we stand on it. K: Okay. Are you coming to Moscow with us if we go? S: If you go oh, yes. I'll be there, if we go. K: Well, I'll tell you one thing. They're not going to be sweeping any snow off the streets. S: Well, that's some improvement. K: No, I think the chances are two out of three now that we'll go. S: That you'll go. K: Yeah. S: What if that thing comes apart in South Vietnam, Henry, while we are there. Or does it look better over there. K: It looks better over there. Besides it would be a different context now. S: Well, that's good. Well, I'll be along. We'll be there. I'll get all my shots and get ready. I'll take a check on this, but I think your fears are premature because I just can't conceive of us giving a box-score. K: Well, I think that would be unwise. Cause I don't think I told Gerry exactly how the players lined up and I'd be the only one who'd know.
