Bill, I wanted to give you a very brief comment. I will talk to
you more about it when I see you about my meeting. Well, they are
spelling out more and more details of this
government but
of course it isn't in any even roughly acceptable form and more details
on the guarantee side. I was sondering if you would permit me tomorrow
to talk to Alex to get some technical backup on the latter point.
R:
Sure.
K:
That's fine. I know you are seeing him tonight.
R:
Oh, is he going to be there?
K:
I don't know what it is. He said he is going to go up to New York;
to something the Secretary's attending.
R:
I see. Look, let me read something on Vietnam to you. I am
speaking before the Council of Foreign Relations tonight.
K:
Oh, you are talking at that big dinner?
R:
There is so little you can say that hasn't been said. Something
on Vietnam. I tried not to. You are going to talk to Douglas-Home
tomorrow?
K:
The President is going to see him.
R:
He said something
K:
He is trying to get my impressions on China.
R:
(Reading) Let me say a word about Vietnam. Our resolve to
end the war has been backed by the President's proposals for a ceasefire,
internationally supervised elections, exchange of prisoners of war,
leaving the political question to be worked out by the Vietnamese them-
selves. I can aspure you we are pursuing seriously with that
we
are negotiating seriously.
K:
The only thing that may cause trouble - they might think we are
pulling off the January 25th. We are giving them two ways of doing it
through internationally supervised elections or through ceasefire.
