TELECON Secretary Laird (Secure Voice) 9/29/72 9:05 a. m. K: I wanted to tell you one thing from these negotiations that may be of some interest to you. The North Vietnamese claim there are no Amer- ican military prisoners in Cambodia. They do say there are prisoners in Laos, but none in Cambodia. This is not verified but I think you ought to know that's what they claim. L: I don't believe that anyway. K: What's in it for them to say it then? L: They may not have them in Cambodia K: No, no, no, no, no. They claim they have none outside Vietnam anywyere. They are saying what they have heard from their allies. They say there are prisoners in Laos, very few but some in Laos, and none in Cambodia. L: And in South Vietnam? K: Yes. L: That may be true. The last report we have on sighting of a prisoner must have been six months ago and that report was they were moving them. But I don't see what difference it makes anyway. K: And if we come to agreement we would insist on the right to verify. Secondly, are these prisoners going to be let out of the hospitals soon? L: They can get in and out of the hospitals. They are going through physical exams, but they are not held. K: Everybody on the news shows said this mor ning that the military is keeping them. L: No, they made this choice. K: Can we get that out? L: Oh yes, we'll get that out at 11:00 this morning again, but the prob- lem is the news people only are interested in listening to Cora Weiss and all of them because they're the ones who wave their hands. Every- body made their own choice, to put on their uniforms, to wear their decorations. K: So far the prisoners have behaved fine.
