I don't know whether you know K: Yes, I'm aware of the issue ZxxK: Well, Now, the Soviets say if we can get them ;out of Navy jurisdiction in some formal way, they'd agree to let them come it, and I was wondering if klxex it's beyond the wit of man to devise a formu lae by which you continue to operation them, but technically they're under somebody's else's jurisdiction. Z: It's not bey ond the wit of man, the officious part of it is how we work it out with the Congress. What it requires is the technical finding in order for them to be restricted from one agency to another, that they are no longer required, and this would then make it very, very difficult to convince another branch of Congress that they should subsequently be funded. And that's where we think the thing founders. and if it can't be done K: Will you take another look at it/practically, y ou know, we don't want to lose ships. It doesn't do us any good to let them use ports when the ships disappear. Z: That's right. I will take another look at it, Henry, now how do I come back to you informally. K: Come back to me informally, and then we can decide how to put it back in formal channels. Z: Fine. K: Id appreciate it. Z: End of today, or tomorrow?
