A: Henry, it's urgent that I spend a few minutes on the phone with you; I
hope you have time.
K: Certainly, right now.
A: I'm going to do the UPI editors today and I want to be fairly sure about
a few things concerning Vietnam and the process of negotiations, not to dis-
cuss them of course, but to make sure that I don't get into any boxes from
our previous positions against the idea that we would ever stand still for a -
nother tri-partite situation like we had in Laos, and for example, Thieu being
removed or anything of that nature.
K: Ithink you should stay away from specifics because
well, there's
no intention of removing Thieu. But when you talk about tri-partite
the
problem is we're in a very complex negotiation in which we are trying to
put in some face-saving formula without substance. But even that we can't
have said.
A: No, I understand we can't say anything but in the past
they always
want to talk about a structured government with the Viet Cong included and
I've always used the'62 accords on Laos and saying to knock down that idea
I suppose, you mean we could stay away from that?
K: Well, the point is something like the Laotian Accord we are not going to
do.
A: That's what I mean, yeah.
K: But the trouble is anything you way on this subject now can be misread
by the other side in terms of something.
A: Well I11 just stay completely away from it. Tx But let me just ask you
this, we intend to stand solidly behind Thieu.
K: Well frankly the other thing I don't wantto have happen is, if you don't
answer any questions
If they say how about the tri-partite government
and you say nothing then it almost looks as if you' endorsing it.
A: Well I can fuzz that. I can always say well our principal concern is the
right of self-determination and an internationally-supervised fair election.
The mechanics of it, of course, are subject to various interpretations
I11 fuzz it that way.
K: Exactly. We won't impose a government
A: We won't impose a government; we're there because we're fighting to
assist the South Vietnamese in having the right of self-determination and
that's what we're for; we're not going to get into mechanica.
