    "ocrText": "TELECON\nGerard Smith\n10/5/72, 5:10 p.m.\nS: Henry, I had a request a few days ago from the Foreign Relations Sub.\ncommittee that Muskie and Case\nK: Yeah, they complained about you to me yesterday.\nS: (Laughs) We've checked with Hal and he agreed with us\nK: No, I think you were right.\nS:\nthat it wasn't timely. Well now, and it also was the same time\nthat the Verification Panel was scheduled so I said I thought that wasn't too\nsensible. Now I have a real blast from Muskie about my refusal to meet\nwith the Committee and Congress is going to be adjourning and they have a\nresponsibility and they're going to follow these negotiations closely and they\nexpect to be in regular touch with the delegation in Geneva and with those in-\nvolved in the negotiation and if I will only take an open and forthcoming attitude\nit will facilitate everything and I better reconsider my refusal.\nK: Well what do you feel like doing?\nS: Well I think that to keep these fellows sweet I  d be inclined to call Case\nand say look, we didn't refuse, we just said that we\nK: I agree with you.\nS: And if they press I'11 be glad to go up and just talk to them in general.\nK: I think that's the right thing to do.\nS: All right, now, we're going to , if there's no objection, to get ready in\nGeneva we're going to tell people like the communications people in Geneva\nthat we want to be set up and ready to go although we won't know when we're\ngoing to start but we have to have an arbitrary target date\nK: Well why don't you wait till it's announced. It shouldn't be too far from,\nI mean it would still be at least four weeks before it's done.\nS: It 1 s going to be pretty close. I'm told we need 30 32 whole days from the\ntime they start, and SO if\nK: Well we'll get you 32 days. Okay?\nS: (Laughs) All right, now one last thought. I think that pretty soon some\nof us should go over and talk generally to Mack about"
