S: Henry, I had a request a few days ago from the Foreign Relations Sub.
committee that Muskie and Case
K: Yeah, they complained about you to me yesterday.
S: (Laughs) We've checked with Hal and he agreed with us
K: No, I think you were right.
S:
that it wasn't timely. Well now, and it also was the same time
that the Verification Panel was scheduled so I said I thought that wasn't too
sensible. Now I have a real blast from Muskie about my refusal to meet
with the Committee and Congress is going to be adjourning and they have a
responsibility and they're going to follow these negotiations closely and they
expect to be in regular touch with the delegation in Geneva and with those in-
volved in the negotiation and if I will only take an open and forthcoming attitude
it will facilitate everything and I better reconsider my refusal.
K: Well what do you feel like doing?
S: Well I think that to keep these fellows sweet I d be inclined to call Case
and say look, we didn't refuse, we just said that we
K: I agree with you.
S: And if they press I'11 be glad to go up and just talk to them in general.
K: I think that's the right thing to do.
S: All right, now, we're going to , if there's no objection, to get ready in
Geneva we're going to tell people like the communications people in Geneva
that we want to be set up and ready to go although we won't know when we're
going to start but we have to have an arbitrary target date
K: Well why don't you wait till it's announced. It shouldn't be too far from,
I mean it would still be at least four weeks before it's done.
S: It 1 s going to be pretty close. I'm told we need 30 32 whole days from the
time they start, and SO if
K: Well we'll get you 32 days. Okay?
S: (Laughs) All right, now one last thought. I think that pretty soon some
of us should go over and talk generally to Mack about
