K: Yeah. I think I can help on that. S: And von Stadden (sp?) seems to say okay on Bonn but maybe have it signed in Berlin. K: That's alright. S: That would be okay. K: They just want Farley in on it and not the other guy. S: Yeah. Well, I think it will work out. There is a cable in which looks a bit worse but I think now it looks like it should be alright K: Okay. S: Henry, on the MBFR question. K: Yeah. S: anticipation. We'll be getting over I think this morning to you a proposed cable in which we advance the idea of observors. We think we've come to the point where we just have to give on this. K: Okay. S: So you'll see that. K: Good. S: Good. Henry, another point - on this question of voting rights for Berlin. I don't know if you've gotten into this at all. K: No, but I know the issue. We're against it, aren't we? S: We're against it, Marty's against it; I've told the Germans we're against it.
