That wouldn t mean that today a tremendous happened, it just may
mean that the last little item got settled.

Yes, this is what I am trying to educate my own people. You donot
in this kind of sequence have a dramatic-~Wyes, I will agree to any-
thing you say and you sign a document'. But, this has been tahe
difficulty going through here and it has been escalating so that it
really can go almost nowhere except up from now to Nov. 7th and
the thing was getting, from my standpoint, almost absurd, but

You know, obviously, we are talking -about something. I mean
obviously when Le Duc Tho and I meet for four days, unless he is
part of a plot to re-elect Richard Nixon, and therefore sits through
four days of ;meetings just to make us look good, asumming that I
would hold still for such an exercise, obviously we are talking about
something.
M:
Yes.
K:
Now, how much progress that means, how much accumulation it is,
that's a different issue.
M:
You evidently are not in a position to initiate whetaher you are likely
to be seeing him within the next couple of weeks or so or whether you
go to or Al go to Saigon or anything of that kind.
K:
That definitely hasn't been decided yet, I mean about a Saigon trip.
M:
Would Scott--
K:
I don't know--Scott has been predictisng things
strictly
off
the record-- from what you know of Scott, you think we tell him.
M:
Frankly, I --been reasonably confident as to the way this thing
goes. No, and the question was when he made a remark yesterday
that conceivably someone had asked him to "would you scale this
thing down a little bit, it's getting too shrill here", I thought that
was possible.
