L: I'm in New York. K: Well, I was wondering whether you wanted to come in next week sometime to let me talk to you about these negotiations with the Vietnamese. L: Well, I'll be in Tuesday -- beginning around noon time Tuesday and then I stay Tuesday, Wednesday and Thursday. You figure out sometime mutually convenient, fine. K: Let's get together Tuesday afternoon because, you know, the press has such a vested interest and has been SO wiped out in things that they predicted would happen. You know, they all said Thieu would have to be sacrificed, he's maintained. They all said a coalition government. L: Oh, yeah. K: They all said a coalition government would have to be set up. There is no coalition government. L: Yeah, I've got a number of questions I wanted to -- that's one of the things I want to get cleared up, you know, about the administrative council and SO on. K: Well, it's not an administrative council. It's called -- what it is in effect is the electoral commission that we've always proposed. It's a commission that will be set up through negotiations between Thieu and the NLF. It's their presentation, its members will be appointed by the two sides. L: When you say the two sides, you mean -- K: By the Communists and -- L: provisional govenment and the Thieu government. K: That's right. And it operates by unanimity.
