J: Let me give you my explanation on the House thing, which is the one thing I wanted to convey to you, and then I think that may help you come to a judgment. You see, I am asked constantly in all kinds of ways, how is it that you, Senator, who have advocated withdrawal for years are now with the President on this matter, and don't you believe that he should have done what he is doing now four years ago. And I say no I do not because it must be clear that the American people did not buy my thesis, they one bought the President's thesis through the Congress and who votes XOXI what/knows of the opinions and polls in the country. Having bought the President's thesis, to wit, Vitnamesation, release POWs, South Vietnam to have the opportunity to determine its own future form of Government, we find that the President's thesis has come to maturity now, not four years ago. It couldn't be done four years ago. K: That's exactly right. J: It has now come to maturity, this is it; the timing, I can't tell you say I, the timing is off by six weeks or a month, but this is generally the time. Now it's ready, according to the President. It is SO ready, I say, that in my opinion if you won't go along and do what ought to be done, he may be overrulled. But then the President will not over rule him as I would have, by just pulling out. He's overrulling them because the President finds that he is really, even if he doesn't think so. K: Right.
