Hello.
R:
Henry, I had a meeting with Dobrynin this morning and after we
finished the meeting, I expressed my appreciation for the cooperation
we received on the negotiations. The Kosygin meeting reported by
TASS was unusual. The highest thing in the story was that he supported
your position on this and I wanted you to know this - that it is quite
unusual. I thought you might tell the President that. They seem
anxious to work it out. The war is going on too long and our govern-
ment is giving full support.
K:
I saw a story saying that Le Duc Tho and Xuan Thuy would meet
with me next Tuesday.
R:
It's screwed up. One says they won't unless you are ready to sign
the agreement and another
K:
Yes, but we got that other message.
R:
I thought if you were going to do it to be sure you didn't conclude
before the 7th because if a settlement
cause inclusive
your meeting with Thieu.
K:
They have to give us time to sell it to the other place. I can string
it along and start it late.
R:
If you have to start it after the 7th.
K:
I would prefer to start it after the 7th but I can't suggest that. It
would be too obvious.
R:
If they propose Tuesday, you suggest Thursday and Friday. I had
a meeting with Souvanna Phouma but there is nothing particular
to tell you about that. I told him he might tell the President he
supported the U.S. and hope the talks will be resumed.
K:
Good. I asked Bill Sullivan if he has any ideas of how we can get
the Indonesians into place because that is the best way we can
R:
I think the Indonesian Ambassador should be called in.
K:
We'll get on that.
