The incentives to prevent a stalemate is that, you know, we are
aggressive politically. We are as aggressive politically as we are
militarily. We're talking off the record. Willy controls 90%+of
the population, all the provincial and district towns. We ask the
political assets under his control that are required to establish
ligitimacy. We have never said it's our obligation to keep him or
any one person in office. We have always said that we would not
make a settlement that's a disguised way of overthrowing han ally.
And to give him a fair chance to win a political contest. I think he's
got more than a fair chance now.

Yeah. That's what the President said on the 8th.

Once the international commission on the council of reconciliation
is
established the U.S. really has no directorate responsibilities
anymore,
has it?

So then, it's just Vietnamese bodies. Who's going to be on that
international commission?

Well, until the countries have signed, I don't think it would be proper
for us to mention this.

Do you have any difficulties getting news?

When do you think they'11 be signed now?

You said we don't see the Council of Reconciliation as a coalition.
K:
It isn't. The only stated functions are to promote observance of a
cease fire and to supervise elections. It does not--the twelve
established the time or the subject of the elections. It's in effect
an electorial commission we were talking about.
