Henry, could you give any guidance on the possibility of initially and
then proceeding or signing and proceeding--
K:
No. I mean we won't do it.
M:

I was going to be cautious about that, but I couldn't get back to anyone
yesterday and mention it, but with that uncertainty--that would apply to
either one, anything our signing?
K:
That's right. But, I don't know what it means that you initial something
and then proceed to renegotiate it.
M:
Well, they tell me that this, of course, has happened before on many
things. I happen to know of anything as momentous as an ending the war
agreement, though.
K:
Well, I have a ffirmedefexxexixe the essential provisions in the press con-
ference and they know we don't want to change the basic structure.
M:
Uh huh. Do you really think this is any barrier here at the present time?
K:
No.
M:
Anything said by Nuyen while in Paris that means anything fundamental
from your position.
K:
No. Because we base ourselves on direct communication we get from them
and I don't know what their spokesman said in Paris.
M:
Uh huh. Is there any guidance on the news of the resumption?
K:
No. But, you know, Murray, you got through four years of this like
keeping your eye on the big picture. I really wouldn't play this game
of taking the temperature every ten minutes to see if it was up a degree
or down two degrees. You really know enough to know that having come
90 percent of the way, it would be highly improbable to get it kicked over -
over an arbitrary signing date,
