- 2 - something more basic than insignificant. K: I said they are xxxx relatively minor compared to the issues that have already been settled. S: Well would you say that that impression was left by the President's speech on Thursday night. K: I don't want to comment on the President's speech. I want to say that we--stick by what I said that is that within the agreement the issues remaining to be settled can all be encompassed within the basic principles of the agreement. Then there are some corrallated things which I don't want to talk about. But all of it is doable and has been know by the other side. S: What's your assessment of how the other side's handling this? K: The other side is in a very complex situation. The other side is trying to get us to commit ourselves to the other agreement S: Right. K: The other side doesn't want to enter a new negotiation which might reopen the entire agreement but they have never rejected the negotiations. S: But you agree with this no new negotiation to reopen the whole agreement? K: We have, after all, I have affirmed the essential provisions of the agreement publicly and we absolutely stick with that. S: Right, ok. K: So we're, talking therefore about nuances expansions. We're not talking about a new agreement and we're talking about a few associated actions. You know, anyone of those could be insoluble if you assume we are looking for a pretext to delay. I'm assuming a decision a decision to settle. S: Has already been made? K: Yes.
