Well, I think probably the best thing to do is to try to duck
it all together because if you start talking about troop
withdrawals and so forth you open a can of worms.

On the 3:00 p.m. thing we've gotten word that they'll let us
know at 3:00?
K:
They will have a message for us at 3:00.

What about Sout Vietnam? There's a ticker, we've got word
KNN now that Thieu has proposed something new. Do we have
a copy of that yet?
K:
Thieu hasn't proposed, but there's a news leak that Nha
put out, his assistant, according to which we xxxxxxxxxxx
should make a separate arrangement with North Vietnam
and then he'd negotiate separately with the rest of it.
And he may drive us into that.
R:
Yeah.
K:
It is not a formal proposal and I don't think we should comment
on it.
R:
I like to just sort of see what the hell it is.
K:
I haven't seen it.
R:
We have it in the Department, at least we have reports of
it. Maybe it's just a report. We don't have a direct
communication from Bunker I don't think on it.
K:
I have nothing from Bunker. This is & something that I
got from Bill Sullivan. Your information is better than
mine. I have no independent information that Bill Sullivan
doesn't have.
