Well, of course they can violate it. In that case, adding one more

But, how would you explain the problem of not getting the South on
board if the question of withdrawal is not really the key?

I think the real problem is the psychological problem of their
suddenly being left by themselves. You know, an attempt has
been entirely different from what they'v gotten use to over 12
years.
MK:
That's right.

I think that's at the heart of the problem, but that cannot be allowed.
MK:
That's one of the things I remember you saying is that one of the
most difficult things would be to persuade them that they can exist
without it.

That's right. That's the key to the problem. I mean I think that
is the essence much more than any particular provision because if
it weren't one there'd be another that is objected to.
