The President/Mr. Kissinger
7:05 p.m., January 16, 1973
P:
You talk about the enormous pressure though, Henry. It's from the
media. a media-oriented thing, isn't it?
K:
Absolutely, Mr. President. Absolutely. As most of these thing s are.
P:
Yeah, yeah. Oh, sure, they'11 affect public opinion for a moment but
then it will pass and then something else will happen. So that's that.
Now at this point, I guess that Haig is just getting up. He11 meet with
Thieu at 9 o'clock I presume in the morning. 9 o'clock our time tonight.
He will be meeting in a couple of hours with Thieu, right?
K:
Right. No, no; he'11 be meeting with Thieu at the end of the day
tomorrow so that will not be until 8:00 a. m. or so tomorrow morning
our time.
P:
Oh, I see. Why is he going to meet with him at the end of the day?
Why not early in the morning? No reason?
K:
Because we gave him until the evening of the 17th to give us a reply.
P:
I have just been thinking that Thieu's tactic will probably be to ask for
a delay of a week. Now I just want to be sure -- I know Haig realizes
that there can be no delay, no change. Do you think we --
K:
Oh, Haig understands it. Haig understands that fully.
P:
Yeah. But don't you agree that that will be Thieu's tactic?
K:
Well, he will do two things. He111 ask for a delay and he'll start
bitching about the protocols.
P:
What did Haig say? Has Haig got adequate instructions for that
because
K:
Absolutely.
P:
It's going to be, Henry, totally cruel, believe me. Brutality is nothing.
You've never seen it if this son-of-a-bitch doesn't go along, believe me.
K:
Mr. President
P:
Even if before the Inauguration, I'm going to do it.
K:
He's had the protocols for 2 and a half months and he hasn't commented
on it SO he cannot bitch now.
