When you left that night from Joe's, everyone wasd a little bit

better than 50/50 chance of making it at that point. But it was

Well, that's very good. Listen, I hate to impose on you but I
need a little guidance. I spent two hours with Dobrynin the night
before last, he wanted to see me, I had a call from Javits about
the immigration amendments, you know.
K:
Yes.
J:
Bat, hell, he talked about everything and as a result of that meeting
of course I also found out of the success of your efforts. The point
I wanted to make is that in my discussions with him, we covered a
lot of things which I'll mention to you sometime, but the thing that
I wanted to mention to you was how to handle this problem of specific
on the immigration problem. I pointed out, you know, allthe people
that are waiting and SOH on, the order of procedures, everything
that's going on. Anyway I asked him how about letting me have
an indication--memorandum of the rules of procedure or whatever
you have in this thing. It's not a loss of policy. Anyway, I finally
said look I'll give you a letter but I don't want to get into negotiating
with your government, that's got to go through Executive friends and
I don't to be handling papers that something might leak out later and
SON on. I suggested in a general way, I told him I was going to talk
to you, that I would give him a letter in which I would ask all the
questions and seek the information that we need which was along the
lines of my conversation. Now what I'm wondering, Heney, is whether
or not that information can come back through channels, through the
Embassy, Moscow or direct to you. I'd rather it in the White House.
I don't want this stuff coming up to me, in which I'm negotiating with
them, you understand.
