K: Hehas already told Haig privately -- he told me that on the telephone --
that he -- to him the major issue now is the continuation of American aid.
He said his oral conversation indicated to him that he would sign it and
that he is just posturing himself and that's my impression too, Mr. President.
P: Okay.
K: I think it is going just about as one could expect given the nature of
that people.
P: But I would make the letter this time very tough in substance and I
would smooth off the edges in its content -- you know what I mean.
K: Exactly -- Absolutely.
P: So that it is one that -- so that he doesn't look as if we are - - it must
have the veiled threat one that can be clearly seen. We know what is
beneath the veil -- there is no other choice but that the Congress and I
will not be able to resist it under these circumstances that the aid will
be cut off. This is what is at stake. Therefore it is time for us both to
recognize that we have fought a long time that we can't get a perfect
settlement, that this is far better -- this settlement answers many of
the questions -- the basic questions which you raised earlier in which
we have been concerned about and now whether we have peace -- not only
now but the future continues upon a XIX continued close USrelationship.
Your going along with the settlement and going along enthusiastically, as
I will, would have an enormous effect on American public opinion and
provide the continued support which we so desparately need in our Congress
for a military and economic aid to South Vietnam.
K: Absolutely - Exactly.
P: Something along those lines. Okay, fine. What else is new.
You
called Rabin?
K: Oh, he was really deeply moved. He is leaving on Thursday night SO
we have to do it & sometime during the day on Thursday.
P: This Thursday?
K: The 25th.
P: Oh, oh, I could do that. I could do it anytime after the 23rd. I am dead
on the 23rd.
