2 K: In any event, there'll be no blow up before the Inauguration. We have an intercept that he told his NSC that he would accept it. P: When, after he met Haig. K: Yes. P: That he would accept it--what the hell did he write this for? K: Because he wants to prove that he was right. P: How accurate is your intercept, how direct? K: Oh, very accurate. P: I understand that, but how precise did he say that? K: I wouldn't say it was total precision, but he said it was very close to it. P: Okay. Fine. K: But, I think, Mr. President-- P: I'd put in the sort of a more soothing kind of things, putting it in terms of the fact that the Congress, his emissary's fine, rather than sticking it to him, but I will that the Congress will, of course withhold aid under those circumstances, and that's what I am fighting - what I am fighting for on this agreement is some- thing that I have believed in for 20 years. I mean, I was first in Vietnam in '63, and I am fighting for the continued American support of Vietnam. That's what's on the line, and the acceptance or rejection of this agreement--just put it as bluntly K: That's exactly, in fact, what- P: That's what I'm fight for, that's why, I mean, we'd all like a better agreement, but not we've gone the extra mile and we-- with the Congress' attitude there is no way, no way that we can go- K: I was just dictating it, Mr. President, and that's exactly what I had put - P: Okay, fine. Put in the other things too. K: Exactly, you can be sure, Mr. President.
