New subject. Do you foresee any considerable reorganization or
restructuring of the NSC staff?
K:
I expect some, yes.
O:
Would you go into it at all on the phone - the nature I mean?
K:
Not now because I haven't done it yet.
O:
I'm doing a piece based largely on the budget figures on the Executive
Office staff in the White House.
K:
Well, the number may diminish a little but that isn't the key problem.
What I have in mind is more the internal organization.
O:
Uh-huh. Right. I just want to be absolutely - I'm not quoting you now
on this. I want to be sure that I understand you correctly that you
haven't decided whether to remain as Assistant to the National Security
Council or not.
K:
Well, I think there's got to be a period in which I'11 stay anyway, but
I have always said that after this is over I'll take a few weeks to
reflect, I hope with the national concern at heart and I haven't had
that time yet.
O:
Yes, so you're right. I think that's
K:
I mean that remains my position.
O:
Yes sir.
K:
Again given the things that remain to be done, you know it's a tough
thing to weigh in the long term whether this is the time for the
institutionalization that I do feel strongly about or when.
O:
Well, it certainly is. I gathered from your press conference last
Wednesday that how you were speaking was obviously, if not a long
term, a transition from war to a conditional peace, it's going to take
quite a while I take it.
K:
It's certainly going to take some effort and it's not going to be very easy.

O:
Right. Well, I just wanted to -- those are the questions I wanted to ask.
