Dean Rusk/Mr. Kissinger
1:09 p.m., January 29, 1973
R:
Henry, I don't want to detain your further. I just wanted to check in
again on this TV thing but also I just wanted to let you know that if
I'm asked about this Vietnam agreement, I'm going to take the general
position that on a matter of this sort that we ought to proceed on a basis
of hope and confidence; that diplomacy has to move that way because
otherwise nothing could ever make sense and to give it a chance. I
did at the Rotunda express -- tried to congratulate the President on
the results. But you have my best wishes for the future on this and
with a little luck maybe we can get something out of it that really
makes sense.
K:
Well, I agree with you incidentally about Laos and Cambodia sand that
will be the most vital test. If they get out of Laos and Cambodia, that
will really de facto take care of many of our concerns.
R:
Right, right.
K:
And we have an understanding with them on a ceasefire in Laos after
which they're supposed to pull their forces out.
R:
Right.
K:
And that must happen within the next month.
R:
Right.
K:
And that will be our first
Dean, as long as I have you on the phone,
I know Rogers talked to you once. We have always hoped that we could
get you back into government service at one point as a senior
ambassadorial post and
R:
Well, there's not a chance in the world, Henry.
K:
There isn't?
R:
No; for age, health and other reasons, I just -- I've done my duty in
public service. I appreciate their thought and as a matter of fact, that
was discussed in 1969 but I just
K:
I know it was discussed in '69 and I could see why you didn't want to
do it then.
R:
If I can be of any help, as I'm trying to be a little bit on things like on
the SALT talks, or the law of the sea conference, I'm willing to do that.
But I just haven't got it in me to take on another public service job again.
