I'm just getting a brief account of your meeting.

K:
Oh, good.
I called you about the ACDA Delegation. The President
made a commitment to Senator Jackson in the Administration of your
predecessor that General Rowny would replace General Allison. A direct
order to that effect was transmitted to you predecessor, which, however
was done only once, which didn't make it official. Now Jackson has been
bugging the President and the President wants to get that honored. So
could you get it done?
R:
Yeah. As long as we're on that, Henry.
K:
I barely -- I've met Rowny. I have no particular interest in him.
R:
You got a minute?
K:
Yeah.
R:
I talked to Moorer about that. I think I told you I would -- I felt I should.
K:
Yeah, certainly.
R:
And he arrived at this kind of a formulation. In ordinary course, the
Services would nominate a candidate -- each of the Services would nominate
a candidate to succeed Allison.
K:
Right.
R:
I found that in the ordinary course Rowny would not be the Army's nominee
because they think -- according to Moorer - - that the job he's doing in
Brussels, which mostly involves MBFR, is a very important job in itself
and he's about halfway through his tour and that it would be too
[change in tapes]
