TELCON Sec. Shultz/Kissinger 11:35 a.m. 3/2/73 S; I have been thinking about this trip some more. I gather we have to allow the Russians 5 days. Sonnenfeldt is thinking about not going right now on the grounds that we have only bad news. That isn't really quite true. K: That isn't true at all. S: We are signing off on a $21 million deal today. K: Besides the good news is your attitude, not any deals. S: I'm finishing up this announcement. We want to be sure the State Department isn't going to blow his lid and so on, but there would be a structure. Third, K: The way to keep them from blowing their lid is to give them a taxixe if you ask them their opinion they will blow their lid. S: Yeah. The - we can sign a protocol on the gas deal that, in effect, says all right. K: Well, I'm not sure we want you to do that, we may want to save that for the President. S: Well, this is a kind of lets keep moving type of thing that the company would sign with our permission. K: That's fine. S: It will keep the ball rolling a little bit and wouldn't be anything conclusive but would enable us to show that we are continuing to explore this and develop it and work with it. K: That's fine. S: And it kind of keeps the options open. And puts us in a posture to try to have something ready for the President when he and Brezhnev meets. So those are the things that we could-- K: I'm not worried about your-- the major thing would be a very senior official with an interest and a commitment to carry out what we agreed to last year. That's the best news we can have for them.
