(cont'd) Oh, my God, they're all over the lot. They're like the
Philadelphia Symphony -- somebody's got to harp and somebody's got
viola and so forth and they just play their own instruments unrelated
to the problem.
K:
Yeah. I thought actually considering what we set out to do, we got
everything we wanted.
R:
That's what I told them. I said we got really everything we wanted and
if you have any doubts about it, I'll be glad to have you ask me questions.
K:
I mean, if one compares what we submitted with what came out, that's the
best test.
R:
That's right. They were fine. Mike Mansfield and Hugh Scott both made
complimentary remarks about it and so forth. But what was so discouragin
is that they keep talking about wanting to know what's going on. They're
not smart enough or interested enough to ask any questions.
K'
yeah, yeah.
R:
They asked questions about what are we going to do by way of an
assistance program and I kept repeating what I told them in public a week
ago and they wanted to know what about Greece and, you know, everybody
has his own pet project. Symington thinks the world is going to fall apart
economically and what are we going to do about the monetary crisis and
all kinds of silly goddamn things. But it really went very well.
K:
But basically I have the impression that these fellows know that they have
no fundamental criticism about foreign policy.
R:
That's right.
K:
So they are just nitpicking around on whatever hobby horse they have.
R:
And they're particularly unhappy now that the only real hobby horse they
had left is that we wouldn't come up and testify. Now I'm going up and
testifying so often, they don't know what the hell to make of it.
K:
(laughter)
R:
But the
K:
But, you know, the amazing thing is Take this Conference. The only
one that the North Vietnamese really wanted to settle with was us.
