TELCON Secy. Clements/Mr. Kissinger 2:50 p.m., March 1, 1973 C: Henry, I have checked into this Bloomfield and Kaufman situation. K: Yeah. C: Quickly, Bloomfield, in as far as I have been able to determine, he is not in the building on any kind of a consulting or retainer or that sort of thing. Now if he's over here, I haven't been able to find him. He's certainly not working for Elliott and Jonathan Moore and that group. K: Right. C: Now, on the other one, Bill Kaufman, there was a conversation and that's really the context in which it should be put. There was no consulting fee there was no extended discussion, there was no work per se but there was a conversation that either Jonathan or Martin or Braunowitz (sp?) had with Kaufman relating to the Defense posture statement. K: Well, it was totally unacceptable to us. He wrote the Defense statement for McNamara. That was his chief job for McNamara. C: Humm. How about that. Does he work for you, Henry? K: Kaufman? C: Yeah. K: No. C: That was also some of the information they played back to me, that he was in fact working for you. K: Baloney. C: (laughter) Okay. K: I once very early in the Administration used him for a day just to get whatever information he had. C: Okay. What do you know 'bout that. Well, that was misrepresented to me grossly. And so, on him there was a conversation. On Bloomfield, the answer is no and they don't know where he might be in the building. I've felt around with other people and no one seems to know that he's around or is doing anything.
