I've got some thoughts on some paper about what I think, you know,
some basic principles for the beginning of SALT II.
K:
Yeah. Can I have them ?
J:
Yeah. Now I have an idea in this -- I don't elaborate it -- I allude to it
at the very tail end of it. I'd like for a copy to get to the President. I
think it could be useful to him. I wish you'd look it over first and if he
wants to talk to me, I can talk to him or if you want, I can call him on
the phone.
K:
Well, why don't you send it to me first. I don't think he's quite ready
yet for a discussion because he isn't going to get his own papers on it
until about Wednesday.
J:
Yeah. The Security Council meets Thursday, don't they ?
K:
Right. But he won't make any decisions there and I think you'd have a
greater impact -- I mean, of course, anytime you want to talk to him,
I'll arrange it.
J:
Sure.
K:
But my suggestion is if you could talk to him after the meeting or shortly
before, it would be better for him and more productive for you.
J:
Right. Well, suppose I call him at the end of the day on Wednesday.
K:
End of the day on Wednesday or better yet, end of the day on Thursday.
Because he won't make any decisions before Friday or Saturday.
J:
He won't?
K:
No. You can count on it.
J:
But I would like for him to see this piece of paper.
K:
He'll see it before the meeting.
J:
That's what I mean. Then I can talk to him. If he wants to talk to me,
I'll be available.
K:
It will be among his papers.
