Senator Jackson/Mr. Kissinger - 2 - 6:17 p.m., March 5, 1973 J: Well, I have an idea here, you see, in which he can wear the white hat in dealing with the Congress. My basic pitch would be that we ought to be for a reduction and get them to come down and even if necessary below our levels. I mean, we could go below ours, you see, the current levels. K: No, that's not inconsistent with our own thinking here. J: Yeah. And my idea would be that in dealing with the Defense budget, he could be the guy wearing the white hat. It would be another surprise. And he might ought to go and he ought to give serious consideration of going public on that basic principle. K: Could you send us your paper J: Yeah. Now, listen, I'll have Dorothy bring it down on the way home tonight. K: Let her do that, to my office. J: What does she do at the gate ? Would you tell them that she'll be at the gate ? K: Absolutely. She'll come in on West Executive Avenue ? J: Which one is that ? K: Is she going to drive J: She's going to drive down. K: West Executive -- that's the one between the White House and the old State Department building. J: Yeah. Well, you can come in from the South end of it, isn't it? K: That's the one I mean. J: Yeah. All right. She'll come by. Dorothy Fosdick (sp?) K: Right. If I'm not there, let her ask for General Scowcroft. Now as long as I've got you on the phone, Scoop, we are now - we may make Ikle head of ACDA. We are still thinking though of perhaps moving him to ISA. And putting Herzfeld in charge of ACDA if you think we could get him confirmed. What do you think?
