Amb. Rabin (Israel)/Mr. Kissinger 2 5:15 p.m., March 10, 1973 R: there might be some K: You underestimate the security of one's opponents. R: Yeah. K: But one mustn't count on it either. R: Well, I tell you quite frankly that the feelings here -- that is that we have managed somehow sometimes or all the times to get out of the hook. K: But I think you, Mr. Ambassador, know better than anybody -- In fact, you may be the only one who knows how that was done. R: Yeah, I know. I'm not sure that I'm capable to convince people how it had happened. K: And, you know, this was borrowing against the future. Now that in itself has great advantages. R: Yeah, but people see really that there was no purpose to being kind if we are coming back with the same basic principle of returning to the line that existed before. K: But I'm, you know, I'm not trying to suggest -- R: O1 h , K: particular point of view. All I'm saying is it isn't exactly that because in addition to the question of rectification which has the problem which you mentioned yesterday. R: Yeah. K: The problem of security zones would use the normalization lay against the opponents. R: Yeah. Yes, I explained that we are talking about two issues. One, the rectification and not major changes as we wanted and there is a difference between rectification and major changes. And second, in addition to that, of course, the question of security zones in the courses between denormalization. K: At least. And of some permanent security arrangements after that.
