I'm calling you about theproposal that's being put together for the President in h9s negotiations with Thieu, and the document that bothers me, not what's in it, but how we use it, that is the possibility of requiring the use of $40/50 million of Development Loan funds in Fiscal '73. Let me back up and say I recognize that there's no more commitment that's more important than that we keep our commitments now only reconstruction and whatever for Vietnam, Laos, Cambodia and North Vietnam. I was out there ten week days ago in South Vietnam, Laos and Cambodia, and came away with the conviction I've always had, we are going to have to keep this commitment and the number one problem that they are concerned with is not problems in March, April, May or June, but the South Vietnamese are interested in what happens in July, August and September. K: Right. H: And they requirement that there be enough money so that they can provide jobs for their people and in a climate that will hopefully encourage industrial development or investments from outside and all the rest of it. In the conversations with the Minister of Finance, Minister of Economy and with the President and so on, this is made very clear and so on, and I recognize it, and I recognize that - - K: I understand your point. What is your concern. H: The concern is that if whatever the announcement is that we are going to make available to them Development Loans for them in 1973, that's no problem, but if the intention is, if they are actually going to collect on it in the next month or two, this means that before we can make a development loan to South Vietnm, I've got to get approval, prior approval from Notret and from Passman. I think I can get it from Enouye nursing Passman, but we've been doing job with Senator INOUYE for the last many months, he's coming along pretty well, and he's got a very unfriendly staff assistant, a fellow by the name of K: What is it you say you can live with?
