Henry, the problem of MFN for the Soviet Union. We are supposed
to send our trade bill up two weeks from yesterday and as the
alternativesare to send it up with just a flat authority to--
K:
I understand. Or to have a separate one for the Soviets.
F:
Well, there's three. One is a separate bill, that I think should be
put together, put in our bill and in either case the Jackson amendment
would be added, and the third option would be to give the President
the authority subject to Congressional. I kinda like the third but
in order to avoid it being--they are trying to hamster it up there,
we would need to be able to give them something definitive about
what's happening in the Soviet Union. And you recall what we
agreed we'd hold up on any of that until you came back so you could
talk to Dobrynin.
K:
Right, well I'm seeing Dobrynin tonight.
F:
Oh, you are.
K:
So, let me get back to you tomorrow.
F:q That would be perfect. We'll just hold everything including the draft
language until we hear from you.
K:
Good.
F:
In the meantime we got the full authority in the bill because that's what
looks best, but when you come back to us we'll determine--
K:
Good. Excellent.
