Yeh, I was just wondering about that date we were going to have.

Well, let me call you tomorrow because I've been tied up with Thieu
the whole time and I've got to get some time on the Annual Review.
T:
OK. Well, I've got to go up to Los Angeles tomorrow so

Then call me Thursday.

One just quick question - this is reference to the communique to the
Nixon Doctrine. It seems to be the first time you've applied the
Nixon Doctrine specifically to South Vietnam. Is that true?
K:
I think publicly it's probably the first time, yes.
T:
And the implication would be that no men whether they fly airplanes or
on the ground will be going back in under normal circumstances.
K:
Certainly in normal circumstances.
T:
I mean it's kind of withdrawing one step further efrom the situation.
I mean that's the way I read it, is that fair?
K:
Yeh, but I wouldn't say totally.
T:
No, but there's still the potential there.
K:
Right.
T:
The other thing is Henry, I understand that they asked for $700 million
a year. Is that in the right ball park? That's what they 've been saying
in terms of economic aid.
