HAK: Elliot, how are you?
Richardson: I'm fine, how are you?
HAK: OK. Elliot I'm the object of Presidential wrath, because that
Libyan mission hasn't flown yet. Now the President takes the position
we will not be driven off, 75 miles off the shore of any country. Whatever
the reason. If we want to stand this thing down later he's willing to entertain
a proposal, but he insists that exactly the same track be flown with exactly
the same plane and air cover at the soonest possible moment. And he
doennt want any more reclamas. And he doesn't want any more fancy
proposals of cargo planes or anything else because none of this accomplishes
what he wants. Every time its ordered is another delay or another wrinkee
to it. His basic point is that we don't want to be driven off by a country
like Libya when we are way out at sea. If it were 12 miles off it would be
a totally different proposition.
Richardson: Well, there's no disagreement on that NXXX on my part. I don't
know what all the time is going to do - there haven't been any reclamas
that I know of. There's been a lot of discussion between your staff and
JCS people and so on.
HAK: Well, it had been ordered and then there were some ideas of having
only a cargo plane and then there were some ideas now of delaying it
again.
Richardson: We tried to prevent that. There was a delay - the only one I
know
about was
HAK: Well, we don't mind the delay over the weekend. We don't want
the carrier
Richardson: not to have the carrier move on Sunday.
HAK: That's correct. But now they want to delay it again for the carrier
to exercise its systems. Now you know if the Navy says that's the only
way it can fly a mission off a country of 2 million 75 miles at sea and
that they have got to have an exercise first, we cant tell the Navy that
they can't exercise their systems But with every day that passes the
