Elliot I'm the object of Presidential wrath, because that\nLibyan mission hasn't flown yet. Now the President takes the position\nwe will not be driven off, 75 miles off the shore of any country. Whatever\nthe reason. If we want to stand this thing down later he's willing to entertain\na proposal, but he insists that exactly the same track be flown with exactly\nthe same plane and air cover at the soonest possible moment. And he\ndoennt want any more reclamas. And he doesn't want any more fancy\nproposals of cargo planes or anything else because none of this accomplishes\nwhat he wants. Every time its ordered is another delay or another wrinkee\nto it. His basic point is that we don't want to be driven off by a country\nlike Libya when we are way out at sea. If it were 12 miles off it would be\na totally different proposition.\nRichardson: Well, there's no disagreement on that NXXX on my part. I don't\nknow what all the time is going to do - there haven't been any reclamas\nthat I know of. There's been a lot of discussion between your staff and\nJCS people and so on.\nHAK: Well, it had been ordered and then there were some ideas of having\nonly a cargo plane and then there were some ideas now of delaying it\nagain.\nRichardson: We tried to prevent that. There was a delay - the only one I\nknow\nabout was\nHAK: Well, we don't mind the delay over the weekend. We don't want\nthe carrier\nRichardson: not to have the carrier move on Sunday.\nHAK: That's correct. But now they want to delay it again for the carrier\nto exercise its systems. Now you know if the Navy says that's the only\nway it can fly a mission off a country of 2 million 75 miles at sea and\nthat they have got to have an exercise first, we cant tell the Navy that\nthey can't exercise their systems But with every day that passes the"
