Henry, how are you? I read a little a piece on the wire that you
said that this trip by Al Haig was actually planned two weeks ago.
So there wasn't any--
K:
It warn't an immediate emergency. That doesn't mean the situation
isn't serious, I'm just trying to make clear the context.
T:
If you're thinking of making a trip like this and it was planned two
weeks ago, then the situation must have been serious two weeks ago

Well, no, we just wanted to get a comprehensive look at this situation.
We've got a lot of people stuck out there who haven't got the whole
Washington picture and we like to send--one xf advantage of Haig is
he can also give theword to these people.
T:
We have no commitments to Cambodia in the same sense we had a
commitment to the South Vietnamese government, lo these many years,
isn't that right.
K:
No.
T:
Right. What about the other situation, the North Vietnamese are in
Cambodia and I see one writer speculated that they could just build
up there to lengthen the drive to Saigon, what do you think of that kind
of speculative
K:
Well, it's a possibility.
T:
And there are we involved?
K:
Nick, I am not just getting into that sort of debate. I don't see how it
is possible to conduct foreign policy when there's a systematic attempt
to destroy both your threats and your incentives. I'm just not getting
involved in what we will do in every contingency that anyone can think up.
T:
Of course, I was going to just write a column today assessing how serious
this is, should I go moderate or should I go--
K:
I'd go moderate.
T:
Moderate. The components are there but it's not an emergency situation.
K:
Exactly. That would be the right line to take.
