K: Or any foreseeable Chinese problem -- it won't happen so fast that we
will need a hot-line.
G: Uh-huh. Yeah. So that's what I thought at the time, also.
K: Now I can just tell you what was in my mind and the hot-line thing was
really done between Dobrynin and me on behalf of our principals.
G: Yeah. Yeah. I wish I could talk to you about this other stuff -- you
know.
K: Vietnam?
G: No. No. I meant the stuff the columnists have been badgering me with.
I am so sorry. I must have saw about four different on the TIMES last week.
K: I have decided that the atmosphere is such that you make yourself a
defendant and there is no end to it. I think any reading of what the President
put out on Tuesday incidentally without my knowledge and without my
whetting it make it perfectly clear that my office or I had nothing to do with
any of the security things that were being done except the first batch. And
if anyone should think that anyone could believe that something ordered by
the President authorized by the Attorney General and carried out by the
