Listen Pete, Haig called you yesterday at my request but he got every-
thing a little bit screwed up. You know I talked to him before I left
and said we want to move on that when I get back but I also told him to
say it thinking I'd be back. Let me tell you what I have in mind.
The more I thought of our conversation the mor e it seemed to me that
it just wouldn't work on a few months basis, even if you wanted to only
stay a few months. You see what I mean.

But your clients had to have the sense that you were a more permanent
feature than the people you'd have to deal with and that's why I had
thought of Under Secretary of State. Then I thought more and thought
no, we had to get you something else as your base. Now I think - what
I have in mind, Pete, and I've been reinforced in that by my trip to
for
Europe. As you to work closely with me as being a man who more or
less
the Year or Europe. And on top of that you get a restructured
CIAP which will be in closer relationship to the NSC because it just doesn't
work as a totally separate thing-- at least the way it is now. Either
Presidential appointment and which I think would now work and I really think
that you and I together could then run American foreign policy.

Yeh.
Well okay, I'll think about it. I think the risks are very high,
Henry.

Pete, at this time, as I told you once--it is like being asked to take over
Titantic after it hit the iceberg. The risks are enormous but the changes
are as equally enormous for the country. And there is a few of us who
have a little credibility left, don't start moving now and do what is right,
I really think the risks are enormous. On the other hand, the opportunities
