3 F: He's the only man in the whole Foreign Service that fits your requirements there, huh? K: Well, he's the man that we thought was the best for that phase, yes. F: Um hum. His experience in Italy and Thailand serves your purposes, is that the gist of your argument, Henry? K: No, his experience, it serves the purpose that we need a tough man there who can - we are now in the delicate period where we have to get enforscement by both sides and he seemed to us the most experienced and strongest man for that position. This is hardly a period where we are going to get involved again, SO this problem is quite different than what it used to be. F: Um hum. Well, I11 be glad to talk to the Committee. I wann't the only one on the Committee that-- K: Oh, no-this was- F: This business, this pattern of rxtainingreturning to the scene of their former activities, we thought was a bad one. I can see extraordinary, to me, why , take Godley, the Assistant Secretary for the whole area--he's a very nice man, a lovely man, he1s rich and he's--he just loves doing what he's been doing. He loves to bomb hell out of them. K: Well, you know F: He even said SO before the Committee. K: I'm not making a special plea for the other two whom I also admire but-- F: I know you're not. K: I don't know Godley, but I admire Sullivan. F: Oh, Sullivan is the same way. He would have been a perfect Roman pro-Consul. He just loves pushing people around. K: Well I don't know, he-- F: Henry, you should know by now that we are not sympathetic to this policy of retaining control and pushing these people around. We think we ought to disengage ourself, I thought I made clear at least my own view.
