Telecon Mr. Kissinger Senator Javits 6/11/73; 11:52 a. m. K: Hello. J: Henry. K: Yes, Jack, how are you? J: It's not easy to talk with you over in Europe. Here is the situation. There is this strong feeling in the Committee and the kinda given me the that the four appointments to wit Sullivan, Godley, Martin and one other -- I forget now who it was represented you know kind of an old boy network and that if the Committee really wanted to assert itself in respect of Aitken policy, this couldn't go as it was presented to us. I have since had quite a few talks with members of the Committee and with Fulbright about singling out Martin -- taking him out. You know I don't expect you to agree with us on the first thing I stated. K: No, no, I understand. J: I don't ask for any such thing. But I am only giving you our reason. I think I've pretty well -- you see the relied kind of on me to hold it up even though they passed it out. You know how those things happen. K: Of course. J: And I don't want to in any way interfere with the, you know, the progress of our country. However, I may disagree with the basic policy. So, I would like to ask you now again in view of what took place in Paris is there any change in the situation although I K: I really think it is essential to get Graham Martin out there. I still have every hope that we will conclude this and what we need is some old(?) tough guy out there who can make these guys tow the line. J: Well now if we should approve Martin tomorrow or Wednesday when would he go? K: He would go -- I think it has to lay over for three days. J: No, one day -- I think. Well maybe three but I think we can get that waived. K: Well whatever it is, he would go next week. J: He would go next week.
