The President wanted me to raise one thing with you, and then I wondered whether there is any time tomorrow that would get you near the White House so that I could discuss something that would only take three minutes personally with you. K: The other thing the President felt we ought to do - we may have done it and it just doesn't get reported - is to make a more effective defense of these Cambodian operations. S: A more what? K: Aggressive S: Defense. K: Justification of them. Because what was after all the situation? S: Well, I just went over that this morning. They don't report that. K: Do you make clear that we came in at the time that they launched an offensive - 250 casualties a week. We didn't want to go back to the bombing of the North, but we could not ignore the sanctuaries. So far as we knew they were entirely North Vietnamese, There were no villages there.
