We started it when we were contemplating the withdrawal but we had
no idea when we first discussed our withdrawal, we didn't know whe-
ther the first 25,000 wouldn't become unstuck. In retrospect it all
looks inevitable.
E:
I'm going to put my own personal addendum on this thing now and
I think we can at least
K:
Mel, whatever yelling I do at you, it is not directed at you.

I know that and look, if there's anybody who understands the position
you're in.
You once said something a couple of weeks ago where
you and Al Haig and a couple of other people are sort of holding the
thing together and I can - one has enormous affection for somebody
in that position. You're in a position and I'm in a position.

Look Mel, you didn't have 1/10 of 1% of responsibility for what happened
last week. You're just the guy.
E:
No, but it's the same thing that the President must accept responsibility
when something goes wrong in the government; I accept responsibility
because it happens in my bailiwick. Also all these years I've been
hearing about the terrible tempered Kissinger from fired aides and
now I know. All right, Henry, and I'm going to shape this thing my
way now. I hope I can do it.
