N: (con't) I saw most of these people often and at regular intervals over
an extended period of time. We all knew what we were doing. I was
writing a piece of contemporary history and they were helping. They
felt that helping me would not be prejudicial to SALT. They knew that
my material and notably the New Yorker series would be published
well after an agreement had been reached or less likely, the talks
would collapse. It was also clear that the material was divorced from
politics because it was going to be published after the Presidential
election. For obvious reasons, I cannot comment on individuals who
may or may not have been among those who helped.

But that leaves it very open whether I helped which if it happened -
my own knowledge is that I had one talk with you and that when you
were finished John Carter asked me whether he could review your
manuscript and I said "no"

Henry, about what went on - you know between you and your staff or
within your staff, who said what to whom, I just don't know.

But from what you're saying I have to conclude that my staff did help

I've read the book and I had sort of thought most of it came from ACDA.

That's not true, but my own feeling, Henry, is that the best thing I can
do , in your interests, as well as my own, is simply not to identify
anyone and simply not to comment.

What would you have me do ? I mean I think it would be much worse
if I were to say what little I do know of what went on, what I know to
have happened is that you and I had one talk during which you told me
that this seemed to be a useful thing to do and the phrase you used,
as I recall, was that the most efficient use of your time and of mine
would be for you to make available your staff, that 90% is some of the
analytical work and at least the initiative being carried on was in the
staff. And then you said that all you would ask is that you could have
a kind of last cut, or talk with me before I drew any conclusions or wrote
any conclusions. We never had that talk. I tried to have it but I just
didn't get through to you. So all I know to have happened is that we
