P:
Good morning, Excellency. How are you this morning?
K:
Okay. I just wanted to call you to tell you how much I appreciated
the role you played in my hearings.
P:
Oh, well, no problem at all. We all did it from conviction you know.
I just got a little mad yesterday when they started coming around about
holding this as hostage and I just gave a little speech on that subject
and I think that ended it.
K:
I didn't even know that but I thought during the public hearings you
really played a very objective role.
P:
Well, you're lawfully nice. There was a movement yesterday -- they
took the position that Muskie did, you know, what leverage do we have.
We want to get this Resolution on electronic surveillance and the only
way we can get all this business done is to hold hostage the appointment
and I just told them what I thought of that kind of a tactic and that seemed
to end it. No, everyone was with you, Henry. Even George McGovern
gave an apologetic speech about his vote and said he had called you on it.
K:
Yeah.
P:
I talked to Scali last night and I'm a little concerned about this. We
have now talked to Hugh and to George McGovern Aiken. I talked
to Bill Fulbright last night and we are going to insist on reconsideration
of this and restore those ambassadorships up there. That was done
when we were out of the room and none of us had any idea that Bill was
going to go ahead with that so I think we can square that away.
K:
Oh, good. I want you to know, Chuck, that I intend really to work
very closely with you.
P:
Oh, yes.
K:
And that the spirit of everything I said before the Committee -- Well,
you and I have had this personal friendship anyway SO you need no
reassurance from me.
P:
No, anything I can do, Henry, I certainly want to. I saw Marshall
Wright last night. He said this Portugal thing, by the way, that I
started over there with the Prime Minister is starting to work out.
told him they out to throw those bases in and give them to the
Constitution of NATO and not ask for any Aid or Agreements with us
or anything like that. I think we are working out on that pretty well.
